If you smoke, Akihabara is easy to get wrong. Unlike most of Tokyo, the entire ward this district sits in bans smoking on every public street — not just near stations, everywhere — and the fine is real. Here’s what the rule actually covers and where you can legally smoke instead.
The Rule: All of Chiyoda Ward Is No-Smoking on the Street
Akihabara sits in Chiyoda Ward, which was the first municipality in Japan to pass a penalty ordinance against street smoking, back in October 2002. Since April 2010, the no-smoking zone covers the entire ward (minus the Imperial Palace grounds) — not a specific zone around the station, all of it.
- Fine for street smoking: ¥2,000 on the spot
- Applies to: regular cigarettes and, since November 1, 2024, heated tobacco products (IQOS, Ploom, glo, etc.) — heated tobacco was only verbally warned before that date, now it’s fined the same as cigarettes
- Does not apply to: vapes/e-cigarettes that don’t burn tobacco, which fall outside this particular ordinance (though other rules may still apply)
This isn’t a rarely-enforced rule tourists can reasonably ignore — the ward publishes enforcement numbers and actively runs patrols. If you smoke on the street in Akihabara, you can be fined on the spot.

Chiyoda Ward publishes an official list of free public smoking areas, split by station area. As of the most recent update, the Akihabara Station area lists 11 locations — a mix of ward-operated spaces and privately-run spots the ward subsidizes. All are legal, no-cost places to smoke.

Two stand out for reliability: Oasis@akiba, right in the station’s east-side plaza with long hours, and the Showa-dori exit smoking area, which is open 24 hours under the elevated tracks. Both are ward-operated, free, and easy to find without a map search.

Smoking Areas Inside Shops (Not on the Official List)
Beyond the ward’s official list, plenty of Akihabara businesses maintain their own indoor smoking areas for customers — these aren’t public smoking areas and aren’t on the ward’s map, but they’re worth knowing about if you’re already inside.
- Hey (TAITO Station), 3rd floor: This retro arcade on Chuo-dori near the Electric Town exit has a smoking area on its 3rd floor, where the older fighting game cabinets are — we’ve used it ourselves. It’s not on the ward’s official list since it’s a private business, not a public facility, but it’s a reliable option if you’re already in the building playing.
- Pachinko parlors: All four pachinko halls in Akihabara have smoking areas, and we’ve confirmed each one in person. Island Akihabara (Sotokanda 4-4-3, inside the Don Quijote building) has its smoking area in the basement, right past the escalator down. Espace Nittaku Akihabara Ekimae (Sotokanda 1-15-6) has one on each floor. Akihabara UNO (Kanda Sakumacho 1-3) and Cyber Pachinko Akihabara Showa-dori (Kanda Hirakawacho 4-7) both have smoking areas as well.
These are private business facilities rather than public ones, so they’re not on the ward’s official map and could change without notice — but they’re real, in-use smoking areas, not a rumor.
A note on pachinko smoking areas specifically: these rooms are usually small, and most post a maximum occupancy at the entrance. Check the posted number before you go in, wait your turn if it’s full, and don’t crowd in past the limit. It’s a small courtesy, but it’s what keeps these rooms usable for everyone — and it’s the kind of thing that gets noticed when a foreign visitor gets it right.
Why This Matters More in Akihabara Than Elsewhere in Tokyo
A lot of first-time visitors assume Tokyo’s smoking rules are uniform, or that a busy tourist district like Akihabara will be lenient. Neither is true. Smoking regulation in Japan is set ward by ward, and Chiyoda happens to have the strictest, longest-running rule of any of them — the ordinance is now old enough that most residents don’t think about it, which makes it easy for a visitor to miss entirely.
The ward has also been expanding its smoking area network rather than just enforcing harder — a spokesperson noted the ward has 82 public smoking areas citywide and plans to keep adding more, precisely so smokers have somewhere legal nearby instead of the street.
